At present, the situation of epidemic prevention and control in China is severe and complicated, the task of coordinating epidemic prevention and control and economic and social development is arduous and arduous, and it is difficult to ensure the smooth flow of freight logistics, and the situation is pressing. Maintaining the stability of industrial chain supply chain is a new challenge and task that the whole province faces together at present. Notice of the State Council on the Joint Prevention and Control Mechanism for Coping with Pneumonia in novel coronavirus on Doing a Good Job in Keeping Freight Logistics Smooth (Guo Ban Invented Electricity [2022] No.3) and the national and provincial video conference on ensuring smooth logistics and promoting the stability of industrial chain supply chain have all made arrangements to overcome the above difficulties and challenges and effectively safeguard the normal production and living order of the people. Recently, We have just issued the Sixteen Measures to Ensure Smooth Logistics in Henan Province to Promote the Stability of the Industrial Chain Supply Chain (hereinafter referred to as "Sixteen Measures to Ensure Smooth Logistics"), with the aim of resolutely correcting all the "layer-by-layer overweight" and "one-size-fits-all" behaviors in the freight logistics field that do not meet the requirements of the state, the provincial party committee, the provincial government and the provincial epidemic prevention headquarters, so as to truly make the goods flow smoothly, stop the epidemic, and make the province smooth, the province accessible and the economy.
Today, I will make an introduction to you around the "Sixteen Articles for Ensuring Access and Promoting Stability" in our province. I hope that through everyone, all relevant units at all levels and freight logistics enterprises and employees in the province can understand and know.
First of all, we should make every effort to unblock all transportation channels. The "Sixteen Articles of Ensuring Traffic and Promoting Stability" requires close monitoring of the real-time dynamics of the road network in the whole province, timely dispatching and solving the problem of road network blocking and blocking, and ensuring that all traffic trunk lines are not blocked. It is clearly stipulated that it is strictly forbidden to block or close the locks of expressways, ordinary roads and waterways without authorization. It is not allowed to shut down expressway service areas, ports and docks, railway stations and aviation airports without authorization. Even if the expressway service area is closed due to the epidemic, it is necessary to continue to retain basic public service functions such as refueling and going to the toilet, so that cars can have a place to refuel and drivers can drink water and go to the toilet. The expressway service area is closed and will be reopened in three days.
Second, it is necessary to carry out intelligent and rapid inspection of drivers and passengers. "Sixteen Articles on Ensuring Traffic and Promoting Stability" stipulates that big data and information technology should be used to improve inspection efficiency, and on the basis of not missing risk personnel, rapid inspection can be realized and traffic efficiency can be improved. For vehicles that are not transported across provinces, the epidemic prevention checkpoint will scan the license plate and identify the itinerary, and then it will not be inspected again and will be released quickly.
Third, we should unify the policy of nucleic acid testing. "Article 16 for ensuring communication and promoting stability" stipulates that all epidemic prevention inspection points in the province should mutually recognize the results of national nucleic acid testing and be universal. For truck drivers with negative nucleic acid test certificate within 48 hours, green health code and normal body temperature test, they should be released directly. All parts of the province should encrypt and set up nucleic acid detection points, equipped with sufficient detection power, and implement a push-to-talk service for nucleic acid detection, which is convenient for truck drivers and passengers to detect nearby. For truck drivers who come to Henan and return to Henan and report in advance, free testing will be carried out at nucleic acid testing points such as highways and logistics parks in the province.
Fourth, we should strengthen the service guarantee along the way. Article 16 of "Guaranteeing Traffic and Promoting Stability" stipulates that all expressways in the province should open special service areas for trucks coming to and returning from Henan to provide services such as catering, refueling, nucleic acid detection, toilet, etc. Catering should adopt a "non-contact" way to ensure hot meals and drinks, and refueling should be carried out with "no getting off" service. For national and provincial trunk highways, the overload detection stations and other checkpoints should be used as temporary stops to provide catering, refueling, nucleic acid detection, toilet and other services, so that drivers and passengers can have a place to rest and not always sleep in the car.
Fifth, it is necessary to facilitate the drivers and passengers to return to Henan to report. It is better for the drivers and passengers of trucks coming to and returning from Henan to report on the Alipay, Henan Affairs Office, Henan Entry Report and Henan Entry Report system by mobile phone 24 hours in advance. Those who have not reported in advance can also remind them to report by SMS on the way to Henan or complete the report at the epidemic prevention checkpoint.
Sixth, it is necessary to strictly pass the control standards, and it is strictly forbidden to overweight at different levels. Article 16 of "Guaranteeing Traffic and Promoting Stability" stipulates that the mode of "taking, leaving and chasing" shall be implemented, and the passage of freight vehicles and drivers and passengers shall not be restricted at will, and the place of vehicle registration and household registration shall not be used as the conditions for restricting the passage, and the passage and parking of vehicles and ships shall not be restricted simply on the grounds of the green belt * of the communication travel code of drivers and passengers and crew. The whole province will standardize the setting of epidemic prevention checkpoints, avoid setting up checkpoints at will, avoid setting up checkpoints and repeating inspections, strengthen epidemic prevention inspections at provincial boundaries, highway exits and epidemic-related areas, and set up fewer or no epidemic prevention checkpoints in other areas. When the truck passes through the exit epidemic prevention checkpoint of the destination expressway, if the temperature of the driver and passenger is normal and the negative certificate of nucleic acid detection, pass, health code and communication itinerary card ("two certificates and two codes") meet the requirements within 48 hours, it must be released in time, and it is not allowed to increase the code layer by layer, improve the standard and prevent the passage. For this negative practice, we will never tolerate it if we find it together, deal with it together and report it together. Seventh, it is necessary to implement accurate closed-loop management of the terminal. The weak link of epidemic prevention and control is the control terminal between the drivers and passengers of trucks coming to Henan and returning to Henan after passing the epidemic prevention checkpoint and the loading and unloading point. We encourage all localities to boldly explore various effective control and service measures that are widely welcomed by drivers and passengers in this link. For example, Xinxiang City has implemented the measures of "three free" food, accommodation and nucleic acid testing, and centralized designated venues. "Sixteen Articles for Guaranteeing Communication and Promoting Stability" stipulates that if the nucleic acid test result exceeds 48 hours upon arrival in our province, "nucleic acid test+antigen test" will be adopted, and the antigen test result will be released immediately, and a dynamic tracking mechanism will be established at the same time. If the negative proof of nucleic acid test exceeds 48 hours during the stay in our province, it will be given a "yellow code" and automatically decoded after the "three days and two tests" are negative. Passengers who come to Henan and return to Henan in key areas with medium and high risks and are given "red code" outside the province will be guided to their destinations in a "point-to-point" closed loop by local epidemic prevention and control institutions, and "non-contact" loading and unloading will be implemented, and measures such as "red code", centralized isolation and nucleic acid detection will be implemented.
Eighth, the national unified style pass was launched. On April 23rd, in accordance with the provisions of Article 16 of "Ensuring Traffic and Promoting Stability", our province has launched a national unified electronic pass for key materials transport vehicles. Henan Wanbang Logistics Park, as a receiving (sending) enterprise, received the first electronic pass in our province. We will speed up the transition between the old and new passes, and in half a month’s time, we will fully realize online processing, immediate handling, issuance and national mutual recognition. Electronic and paper passes have the same effect.
Ninth, the receiving (sending) enterprises should seamlessly connect the service drivers and passengers. "Sixteen Articles on Guaranteeing Traffic and Promoting Stability" clarifies the main responsibilities of receiving (sending) goods enterprises, and requires receiving (sending) goods enterprises to set up special parking areas for trucks coming to and returning from Henan, so that drivers and passengers can scan the code to enter the site, take temperature measurements, do personal protection throughout the journey, do a good job in the management of loading and unloading personnel and service support personnel, and do a good job in disinfection of vehicles, goods and environment. For the passengers who do not stay in Henan, after loading and unloading the goods, the receiving (sending) enterprise will guide them to leave Henan according to the reported information. For those who don’t leave Henan for a short period of time and have a fixed accommodation place, the receiving (sending) enterprise will urge them to report to the community and bring them into community control; If there is no fixed accommodation, the receiving (sending) enterprise shall report to the local epidemic prevention and control headquarters for the implementation of nucleic acid testing and health management. In short, receiving (sending) goods enterprises should take more responsibility and worry more.
Tenth, we should care about the passengers. The passengers of freight logistics department are the undertakers of freight transportation, the contributors to the smooth flow of goods and the retrograde of epidemic prevention and control. Article 16 of "Keeping Traffic Safe and Promoting Stability" stipulates that we should provide basic services such as catering, going to the toilet and nucleic acid detection for the drivers and crew of trucks stranded by the epidemic. Epidemic-related areas should promptly formulate safeguard measures for employees to take up their posts and provide them with necessary protection. For truck drivers and passengers who have no fixed residence in Henan, the local epidemic prevention and control headquarters will guide the truck drivers and passengers to special hotels designated by the jurisdiction, provide health monitoring, cost accommodation and catering services, and encourage the implementation of free accommodation.
Eleventh, establish a white list system for key enterprises. Article 16 "Guaranteeing Traffic and Promoting Stability" stipulates that key enterprises shall be determined by the provincial industry authorities, and on the basis of their commitment to epidemic prevention and control, they shall be reported to the provincial epidemic prevention and control headquarters to establish a white list system. For key materials such as production and living materials urgently needed in Shanghai, Yangtze River Delta, Pearl River Delta and other key areas, and key material production enterprises in Henan with industrial chain and supply chain related to the national economy and people’s livelihood, the "white list" management mode will be implemented for truck drivers and passengers who enter and leave the material transfer sites in closed cities around the world under the condition that closed-loop management measures are strictly implemented and nucleic acid tests are negative within 24 hours.
Twelfth, we should establish a 12328+ three-level scheduling mechanism. Article 16 of "Guaranteeing Traffic and Promoting Stability" stipulates that it is necessary to give full play to the role of the 12328 hotline, accept drivers’ complaints 24 hours a day, and handle complaints immediately after receiving them. Through the three-level dispatching mechanism of provinces, cities and counties, it is necessary to coordinate and solve them at the first time and feed back the results at the first time.
Thirteenth, it is necessary to alleviate the burden of freight logistics enterprises. In-depth promotion of "ten thousand people help ten thousand enterprises" activities. Fully connect small and medium-sized micro-freight logistics enterprises, find out the needs of scattered small and medium-sized micro-freight logistics enterprises, fully implement policies of fee reduction, tax reduction and financial support, strengthen policy reserves and support the development of freight logistics enterprises.
Fourteenth, logistics transfer stations should be reserved. Article 16 "Guaranteeing Traffic and Promoting Stability" stipulates that all localities should prepare transfer station plans, rely on surrounding logistics parks and high-speed service areas, and preset the location of material transfer and transportation stations, connection points or distribution places in advance. Once it needs to be activated, it will be announced to the public in time to provide places, rest and epidemic prevention services for truck drivers to transfer and connect.
Fifthly, it is necessary to establish a green channel for truck drivers to complain about their health codes. All localities should establish green channels for truck drivers’ health code complaints in expressway service areas, logistics parks, epidemic prevention checkpoints, etc., and immediately remove the abnormal state of health code if it meets the requirements, so as not to bring them long-term trouble and trouble.
Sixteenth, we should establish and improve the supervision and inspection mechanism. Intensify supervision and inspection, timely release relevant policies on epidemic prevention and control and logistics guarantee, strengthen duty on duty, and dispatch and deal with related issues. At present, we have started this mechanism, and seven supervision teams have gone to various places to make unannounced visits. Before all localities and departments thought it necessary, they issued a shutdown instruction to the expressway service area, resulting in the number of shutdowns in the expressway service area in our province reaching 48 pairs during the peak period. However, with the relevant national measures and the introduction of a series of policies in our province, the situation is improving now. Based on local conditions, all localities have taken various measures to ensure the smooth supply chain of the industrial chain. Puyang coordinated the prevention and control of epidemic situation and the production and operation of enterprises, and solved 112 problems such as the transportation of COFCO flour materials and the warehouse of Tianneng Puyang Company being blocked by logistics owners. Hebi City formulated measures for the management of transportation vehicles of production materials and people’s livelihood materials during epidemic prevention and control, defined the linkage mechanism of vehicle registration and traffic, standardized the process of vehicle entering crane, and improved the traffic efficiency.
The fourth is to promote the help of enterprises. Actively implement the spirit of the "ten thousand people help ten thousand enterprises" activity in the province to promote the meeting, further focus on the difficulties and bottlenecks of enterprise development, help enterprises solve problems and boost their confidence in development. Actively promote the construction of the digital platform of "ten thousand people help ten thousand enterprises" in Henan Province, systematically sort out the problems reflected by enterprises, strengthen the supervision of key issues, and improve the problem settlement rate and enterprise satisfaction. In the first quarter, a total of 11,624 outsourcing enterprises were added in the province, and more than 1,400 events were held, including production and marketing docking, industry-finance docking, employment docking and Industry-University-Research docking. By implementing closed-loop management and "non-contact" transfer in the whole process, the risk of epidemic spread is eliminated and the smooth transportation of materials is guaranteed.
