Since the launch of the special campaign of nine ministries and commissions to crack down on obscene pornography and vulgar information on the Internet and mobile media, the public security organs have stepped up their efforts to crack down on illegal and criminal activities of obscene pornography on the Internet, and there have been new trends in pornographic activities on the Internet. Most servers of pornographic websites have moved overseas, and at the same time, domestic pornographic activities have gradually been secretly transferred to online services such as QQ groups and blogs. Recently, the police in Beijing, Xuzhou, Jiangsu, Yantai, Shandong and Shenyang, Liaoning have cracked a number of major cases of online obscenity and pornography, which have dealt a heavy blow to the arrogance of criminals and effectively purified the online environment.
1. The police in Jiangsu and other places successfully cracked the case of overseas "Sex Bar sex8" website spreading obscene articles for profit. In December 2009, it was found in the work of the network police detachment of Xuzhou Municipal Bureau of Jiangsu Province that some people in this city participated in the management of overseas "Sex Bar sex8" Chinese obscene pornographic websites. The website is suspected of spreading obscene and pornographic information to China by recruiting moderators and developing members, and gaining illegal benefits through bank transfer and online payment. After preliminary verification, the website has 8 large sections, 22 sub-sections, 124 sub-sections, 3.32 million registered members, 2,400 VIP members, 800,000 theme posts and 6.4 million follow-up posts. It is a large-scale Chinese pornographic website overseas. After further investigation, the police investigating the case found out the internal organizational structure and system of the website, identified more than 30 major domestic managers, involving 23 provinces (autonomous regions and municipalities) such as Jiangsu, Guangdong, Zhejiang, Henan, Hubei and Shandong, and identified more than 50,000 obscene pictures, more than 1,500 articles and more than 1,300 movies. On January 14th, the Ministry of Public Security made unified arrangements, and more than 300 policemen from more than 50 arrest teams in 23 provinces (autonomous regions and municipalities) successively carried out arrest operations, and successively arrested 81 criminal suspects including domestic moderator Li. After trial, it was found that the overseas "sex bar" obscene pornographic website made profits by collecting VIP members. The website has 2400 VIP members, and the charging standard is,The quarterly VIP is RMB 238, the semi-annual VIP is RMB 398, and the annual VIP is RMB 796, all of which are transferred through the ICBC account. At the same time, the "Sex Bar" website gives 300 yuan to 1,500 RMB per month for 37 managers above the super moderator level of the website.
Up to now, the arrest work of public security organs in some provinces and cities is still in progress, and 62 suspects have been criminally detained according to law, and the relevant situation is under further investigation.
Second, Beijing police successfully cracked three cases of using blogs to spread obscene and pornographic information. Recently, the Network Security Department of Beijing Public Security Bureau, together with the network security departments and criminal investigation departments of Haidian Branch, Fengtai Branch and Chaoyang Branch, cracked three consecutive cases of using blogs to spread obscene and pornographic information and arrested three suspects.
On December 15th, 2009, Beijing Public Security Bureau received a report from netizens, which reflected that there was obscene and pornographic content in the content of a Netease blog. After receiving the alarm, the Network Security Department of Beijing Public Security Bureau attached great importance to it, immediately checked the alarm materials and fixed relevant evidence. After investigation, the "Netease" blog did contain some obscene and pornographic content, so Netease was ordered to close the blog according to law. At the same time, after further investigation, the investigators found that the content of the blog quoted the content of other blogs many times, and three of them, named xiaozhangzuo’s blog, sexyw’s blog and caoyuemei12345’s blog, contained a lot of obscene and pornographic content. The police quickly used technical means to obtain evidence from the above blogs remotely, and all of them reached the standard of criminal filing after identification. According to the analysis of three blogs involved in the case, the location of the suspects was locked, and the Network Security Department of Beijing Public Security Bureau quickly set up a task force with Haidian Branch, Fengtai Branch and Chaoyang Branch to arrest them. On January 8, 11 and 15, 2010, the suspects Zuo (male, 33 years old, from Yinchuan City, Ningxia Hui Autonomous Region), Zhang (male, 26 years old, from Shangqiu City, Henan Province) and Shan (male, 40 years old, from Tai ‘an City, Shandong Province) were arrested respectively. After interrogation, the suspect Zuo confessed that during his further study in Beijing, he collected more than 400 pornographic pictures on the Internet and posted them on his personal blog. Now he has been criminally detained by Haidian Branch. The suspect Zhang confessed that between May and December 2009,Collected more than 20 pornographic pictures on the Internet and posted them on personal blogs, which have been clicked by netizens for more than 20,000 times. Now this person has been criminally detained by Fengtai Branch. The criminal suspect Shan confessed that he posted more than 400 obscene pictures on his blog from November to December 2009, which has been clicked by netizens for more than 70,000 times. Now he has been detained by Chaoyang Branch.
Third, the police in Yantai, Shandong Province successfully detected the case of "Yantai Seyou Group" spreading obscene articles. Recently, the public security organs of Yantai City, Shandong Province cracked the first case of spreading obscene articles by using QQ group on the Internet in the city, smashed the criminal gang of spreading obscene articles headed by Lu Mou in one fell swoop, and arrested more than 30 criminals, effectively purifying the city’s network environment. This case is the case of using the Internet to spread obscene articles in Yantai with the largest spread, the worst influence and the largest number of people.
On November 16th, 2009, the network supervisor of Zhifu District, Yantai City found that someone posted in the Yantai Forum of this city to call netizens to join the QQ group "Yantai Seyou Group". With professional sensitivity, the network supervisor police realized that the QQ group might be suspected of illegal and criminal activities, and immediately launched a follow-up investigation on the QQ group. After a secret investigation, it is found that there are more than 300 links to obscene pornographic movies and more than 100 obscene pornographic pictures in the shared space of QQ group, and nearly 100 obscene pornographic pictures are published by netizens in the group every day. At the same time, the number of QQ group members has reached more than 450, which has caused a bad social impact.
Yantai city public security organs immediately dispatched elite police to set up a task force and started their work quickly. After more than 10 days of hard work, the police of the task force fixed the obscene electronic evidence of the QQ group. On the evening of November 26, the police of the task force carried out the arrest operation in a unified manner, arrested the first criminal of the gang, Lu, and seized two computers for committing crimes. After the trial, Lumou confessed to the fact that he founded "Yantai Seyou Group" to spread obscene and pornographic information. On September 15th, 2009, Lumou established the QQ group "Yantai Friends Group". In order to attract popularity, he renamed the QQ group "Yantai Color Friends Group" and uploaded more than 300 links to obscene and pornographic movies in the shared space of QQ group. At the same time, Lumou "promoted" someone to be a group administrator and published a large number of obscene pictures and information in the group. According to the clues, from December 2 to December 8, members of the task force went to Penglai, Fushan, Qingdao and other places to arrest 25 QQ group administrators, including Yu, Lu and Zhang. At present, Lu has been arrested by the procuratorate, and Yu and others have been criminally detained and punished by public security.
Fourth, the police in Shenyang, Liaoning Province successfully detected a case of using QQ group to organize prostitution. In December 2009, the public security organs of Shenyang City, Liaoning Province, successfully defeated a criminal gang that organized women prostitution on the Internet through "online and offline" encirclement.
On December 6, 2009, the work of the network police detachment of Shenyang Public Security Bureau in Liaoning Province found that some people used the Internet to publish information about organizing and introducing women’s prostitution activities in the QQ group named "Shenyang Nightlife". The detachment immediately organized the police to carry out a comprehensive reconnaissance work, and found that the suspect posted information about prostitutes online and conducted prostitution transactions offline. Therefore, the police handling the case adopted the way of "online and offline" encirclement and attack, collecting evidence of the suspect’s organization of prostitution on the Internet, and at the same time conducting on-the-spot reconnaissance, obtaining evidence and guarding it offline to determine the suspect’s true identity and activity track. After several weeks of continuous work, the scouts finally determined the residence places of the QQ group owners and prostitutes through the combination of network technology advantages and traditional investigation methods. From December 28, 2009, with the close cooperation of various police types, they smashed the criminal gang that used the "Shenyang Nightlife" QQ group to recruit prostitutes online and organized women’s prostitution, and arrested the main suspects, Meng Mou, and Zhang Mou and Liu Mou, who helped to shelter prostitutes. At present, Meng has been criminally detained according to law, and Zhang and Liu have been given administrative detention and detention education respectively.
