  Wang Menghui said that since the founding of New China 70 years ago, China’s housing security system has been continuously improved, and its security capacity has been significantly improved. "We have now built the largest housing security system in the world.". As we all know, from the founding of New China to the initial stage of reform and opening up, we implemented the welfare housing distribution system. In fact, our housing supply can’t meet the needs, and the problem of housing shortage is also very prominent. In the early days of reform and opening up, the per capita housing construction area in China was only 6.7 square meters.

  Wang Menghui said that since the reform and opening up, we have actively explored and promoted the reform of the urban housing system. In 1994, the State Council made a decision to deepen the reform of urban housing system. On this basis, we also accelerated the construction of affordable housing to solve the housing difficulties of low-income families in cities and towns. By 2007, more than 10 million sets of low-rent housing and affordable housing had been built nationwide. Since 2008, China has started to implement affordable housing projects in cities and towns on a large scale. By 2018, about 70 million sets of affordable housing and shed-converted resettlement housing have been started nationwide, and more than 22 million needy people have received rental subsidies for public rental housing. "In other words, we have helped about 200 million people solve the housing problem."

  "Especially since the 18th National Congress of the Communist Party of China, more than 40 million sets of various types of affordable housing and sheds have been built nationwide, benefiting more than 100 million people with housing difficulties." Wang Menghui said that up to now, urban low-income and low-income families have basically achieved all the insurance coverage, the housing difficulties of new citizens have also been alleviated, the housing conditions of urban low-income families have improved significantly, and the people’s sense of acquisition, happiness and security have also been continuously enhanced.

  He introduced that the next step will be to speed up the improvement of the housing security system and the housing market system, speed up the solution of the housing problems of low-and middle-income residents in cities and towns, especially new citizens, and promote the realization of housing for all people. I mainly want to do the following four aspects:

  The first is to further improve the security of public rental housing. We will improve the working mechanism of application, waiting, access and withdrawal of public rental housing, gradually promote the government to purchase public rental housing operation and management services, and continuously improve the level of public rental housing management services.

  Second, vigorously develop and cultivate the housing rental market. We will sum up and promote the experience of housing rental pilot projects in 12 cities, implement various support policies, increase the effective supply of rental housing, and focus on solving the housing problems of new citizens and other groups.

  The third is to develop shared property housing according to local conditions. We will summarize the experience of pilot projects of shared property housing in Beijing and Shanghai, and encourage large and medium-sized cities with large population inflow and high housing prices to develop shared property housing in light of local conditions.

  The fourth is to steadily promote the transformation of urban shanty towns. We will persist in doing our best and do what we can, focusing on the transformation of shanty towns in the old city and shanty towns in state-owned industrial and mining areas, forest areas and reclamation areas. Increase the construction of supporting infrastructure, strictly supervise the quality and safety of the project, speed up the progress of the project and allocate occupancy, so that the people can live in their new homes as soon as possible.
