The Party’s Report to the 20th CPC National Congress has made important arrangements for achieving the centenary goal of building the army and creating a new situation of national defense and army modernization, and provided scientific guidance for further creating a new situation of national defense and army modernization and effectively fulfilling the mission and tasks of the people’s army in the new era. It is a very important step in the new "three-step" strategic arrangement of national defense and military modernization to achieve the goal of building the army for 100 years as scheduled. Socialism with Chinese characteristics entered a new era, and the CPC Central Committee with the Supreme Leader as the core put forward a new "three-step" strategic arrangement for national defense and military modernization, demanding that the centenary goal of building the army be achieved in 2027, the national defense and military modernization be basically realized by 2035, and the people’s army be built into a world-class army in an all-round way by the middle of this century, and the blueprint for the development of strengthening the military in the new era is spread out. Starting determines the later journey. From now until 2027, it is a crucial period and plays an important role in the blueprint of national defense and military modernization. Taking the first step of the new "three-step" strategic arrangement well is related to whether our army can realize the modernization of national defense and the army with better strategies, higher efficiency and faster speed in the new journey, which is very important for smoothly advancing the objectives and tasks of the second and third steps. Only by closely following the goal of building the army for a hundred years as scheduled and further improving military capabilities can we grasp the bottom of national security and maintain strategic initiative in the changing international situation.Provide a strong guarantee for building a socialist modern country in an all-round way. In the new era and new journey, we must anchor the goal of building the army for a hundred years, make greater efforts in strengthening fundamental advantages, clarifying objectives and tasks, deepening reform and innovation, and strengthening system support, so as to accelerate the construction and consolidation of national defense and a strong army.
Strengthen the fundamental advantage. Chairman of the Supreme Leader pointed out: "the Communist Party of China (CPC)’s leadership is the most essential feature of Socialism with Chinese characteristics and the greatest advantage of the Socialism with Chinese characteristics system." The party’s absolute leadership over the people’s army is the foundation and soul of the people’s army. Adhering to the Party’s command of guns and building its own people’s army is an irrefutable truth drawn by the Party in the struggle between blood and fire. In the ten years of the new era, in the face of major struggles and urgent and dangerous tasks, the reason why the vast number of officers and men can remain brave and fearless and dare to win is because they always uphold the party’s absolute leadership over the people’s army and always have a passionate loyalty to the party. The people’s army moved from victory to victory, demonstrating again and again the great power of the party’s absolute leadership over the army. To achieve the goal of building the army for a hundred years as scheduled, we should uphold the Party’s absolute leadership over the army with higher standards, comprehensively implement a series of fundamental principles and systems for the Party to lead the army, comprehensively and thoroughly implement the responsibility system for the Chairman of the Military Commission, comprehensively strengthen the Party’s leadership and party building in the army, deepen the Party’s innovative theoretical armed forces, promote the normalization and institutionalization of political training, strengthen the cultivation of fighting spirit, build and master the army ideologically and politically, train revolutionary soldiers with "Four Haves" in the new era, and forge the "Four Railways".

" The modernization of national defense and the army is a historical process of continuous advancement, and each stage has its own objectives and requirements. To achieve the centennial goal of building the army as scheduled, it is necessary to clarify the strategic deployment of the 14 th Five-Year Plan for the construction of our army, strengthen the authority and execution of the plan, do a good job in scientific overall planning, do a good job in key tasks, and speed up the work progress. Implement the military strategic policy in the new era, strengthen the overall planning of major tasks of national defense and army building, strengthen the fundamental traction of operational needs, adhere to the organizational management model of grasping the system and grasping the system, and persist in fighting, preparing for war and building. Smooth the strategic management link, comprehensively strengthen training and preparation for war, comprehensively strengthen military governance, improve the operational efficiency of the military system and the efficiency of the use of national defense resources, ensure that the established construction objectives and tasks are completed as scheduled, and improve the strategic ability to defend national sovereignty, security and development interests.
Deepen reform and innovation. Chairman of the Supreme Leader stressed: "The history of the growth and development of the People’s Army is a history of reform and innovation." Reform is the only way to strengthen and develop the army, and it is also a powerful driving force to promote the high-quality development of our army. In order to better adapt to the world military development trend and the development demand of our military’s strategic capability, and achieve the goal of building the army for a hundred years as scheduled, we must persist in studying contradictions, solving problems and promoting development by means of reform and innovation. We should focus on the modernization process of our army, accurately recognize changes, respond scientifically, take the initiative to seek changes, constantly get rid of the accumulated disadvantages and obstacles in the modernization process of national defense and the army, and speed up the modernization of military theory, military organization, military personnel and weapons and equipment. Give full play to the strategic supporting role of science and technology in our army’s construction, study and master the characteristics and laws of information-based intelligent warfare, attach great importance to national defense science and technology innovation, especially independent innovation and original innovation, and speed up key core technology research. We will build a strong new military personnel training system, speed up the implementation of major national defense science and technology and weapons and equipment projects, and accelerate the transformation of science and technology into combat effectiveness.
Strengthen system support. The Chairman of the Supreme Leader stressed: "Consolidating and improving the strategic system and capabilities of an integrated country is a strategic deployment made by the CPC Central Committee to grasp the new situation, new tasks and new requirements faced by strengthening the country and the army, with a view to better coordinating development and security, and better coordinating economic construction and national defense construction." Only by constantly consolidating and improving the strategic system and capabilities of an integrated country can national defense and army building be better integrated into the economic and social development system, coordinated with the national modernization process, and open up the path of transforming the country’s comprehensive strength into advanced combat effectiveness and systemic resistance. To achieve the goal of building the army for a hundred years as scheduled, we must adhere to the centralized and unified leadership of the CPC Central Committee, strengthen the integration of strategic layout, strategic resources and strategic forces in all fields, and systematically enhance China’s overall strength in coping with strategic risks, safeguarding strategic interests and achieving strategic goals.
