Since the 18th National Congress of the Communist Party of China, under the guidance of the supreme leader Socialism with Chinese characteristics Thought in the new era, China has brought the cause of the disabled into the overall layout of "five in one" and the strategic layout of "four comprehensive", and taken effective measures to promote the vigorous development of sports for the disabled. The sports level of disabled people has been continuously improved, disabled athletes have made unremitting efforts to win glory for the country and inspire the society, and the sports cause of disabled people has made historic achievements.
The opening of the Beijing 2022 Paralympic Winter Games is just around the corner, and the eyes of the whole world are once again focused on disabled athletes. China’s disabled sports will usher in new development opportunities, which will surely promote the international disabled sports to "go to the future together".
I. National development promotes sports progress for the disabled.
Since the founding of New China, in the great process of socialist revolution and construction, reform and opening up and socialist modernization, and Socialism with Chinese characteristics in the new era, with the development of the cause of the disabled, sports for the disabled have continued to grow and develop, and they have embarked on a road of development with China characteristics and in line with the trend of the times.
1. After the founding of New China, sports activities for the disabled were gradually carried out. People’s Republic of China (PRC) was founded in 1949, realizing that the people are the masters of their own affairs, and the disabled have gained equal status with others in politics and enjoyed their due civil rights and obligations. The Constitution of People’s Republic of China (PRC), enacted in 1954, stipulates that disabled people "have the right to material assistance". Welfare factories, welfare institutions, special education schools, social organizations for the disabled and a friendly social environment have guaranteed the basic rights and interests of the disabled and improved their lives. In the early days of the founding of New China, the governments of the Communist Party of China (CPC) and China attached great importance to national sports, and the disabled sports based on schools, factories and nursing homes gradually developed. The majority of disabled people actively participated in sports activities and carried out sports activities such as radio exercises, production exercises, table tennis, basketball and tug-of-war, which laid the foundation for the development of disabled sports. In 1957, the first National Youth Games for the Blind was held in Shanghai. Sports organizations for the deaf have been established all over the country, and regional sports meetings for the deaf have been actively held. In 1959, the first national deaf men’s basketball match was held. The development of national sports competitions for the disabled has promoted more disabled people to participate in sports activities, enhanced their physique and stimulated their enthusiasm for social participation.
2. Disabled sports have developed rapidly in the reform and opening up. After the reform and opening up, China has achieved a historic leap in people’s life from inadequate food and clothing to a well-off society as a whole, and promoted the great leap of the Chinese nation from standing up to becoming rich. The governments of the Communist Party of China (CPC) and China have implemented a series of important measures to develop the cause and improve the situation of the disabled. China enacted the Law of the People’s Republic of China on the Protection of Disabled Persons and ratified the United Nations Convention on the Rights of Persons with Disabilities. The cause of the disabled has gradually developed into a comprehensive social cause from social welfare work focusing on relief in the early days of reform and opening up. The environment for disabled people to participate in social life has been greatly improved, and their rights in all aspects have been respected and guaranteed, laying a foundation for the development of disabled sports. The Sports Law of the People’s Republic of China stipulates that the whole society should care about and support disabled people to participate in sports activities, governments at all levels should take measures to provide convenience for disabled people to participate in sports activities, public sports facilities should implement preferential measures for disabled people, and schools should create conditions for disabled students to organize sports activities suitable for their characteristics. Sports for the disabled have been incorporated into the national development strategy and the development plan for the cause of the disabled, the working mechanism of sports for the disabled has been gradually improved, public services have been fully carried out, and sports for the disabled have ushered in a stage of rapid development. In 1983, the National Sports Invitational Tournament for the Disabled was held in Tianjin. In 1984, the first National Games for the Disabled was held in Hefei, Anhui. In the same year, the China Paralympic delegation went to new york for the first time to participate in the Seventh Paralympic Games and achieved the gold medal in the history of China Paralympic Games.Zero breakthrough. " In 1994, Beijing hosted the 6th Far East and South Pacific Games for the Disabled (hereinafter referred to as "Far South Games"), which was the first time that China hosted a comprehensive international sports event for the disabled. In 2001, Beijing won the right to host the 2008 Olympic and Paralympic Games. In 2004, the China Paralympic delegation won the first place in the number of gold medals and medals at the Athens Paralympic Games. In 2007, the Shanghai Special Olympics World Summer Games (hereinafter referred to as "Shanghai Special Olympics") will be held. In 2008, Beijing Paralympics was held. In 2010, Guangzhou Asian Paralympic Games (hereinafter referred to as "Guangzhou Asian Paralympic Games") will be held. During this period, China Disabled Sports Association (later renamed China Disabled Sports Association and China Paralympic Committee), China Deaf Sports Association, China Disabled Sports Association (later renamed China Special Olympics Committee) and other disabled sports organizations were established, and they successively joined several international disabled sports organizations such as the International Paralympic Committee. Various sports organizations for the disabled have also been established in various places.
Under the strong leadership of the CPC Central Committee with the Supreme Leader as the core, China has continuously incorporated the cause of the disabled into the overall national economic and social development plan and the national human rights action plan, which has strengthened the protection of the rights and interests of the disabled, better realized the goal of "equality, participation and sharing" for the disabled, continuously improved their sense of acquisition, happiness and security, and ushered in an unprecedented historical development opportunity for disabled sports.
Sports for the disabled have been incorporated into national strategies such as national fitness, healthy China and sports power. The Law of People’s Republic of China (PRC) on the Guarantee of Public Cultural Services and the Regulations on the Construction of Barrier-free Environment stipulate that priority should be given to the renovation of barrier-free facilities in public service places such as sports and the allocation of barrier-free facilities and equipment. Invest in the construction of the national ice sports competition training hall for the disabled. Rehabilitation and fitness sports for the disabled have been widely carried out, and disabled people’s sports activities have entered communities and families, and more and more disabled people have gone out to participate in sports activities. We will implement the national fitness and disability assistance project, train social sports instructors for the disabled, and provide home rehabilitation and fitness services for severely disabled people. Fully prepare for the Beijing 2022 Paralympic Winter Games and achieve full coverage of the Paralympic Winter Games. The social atmosphere of understanding, respecting, caring for and helping the disabled is stronger, and more and more disabled people have achieved brilliant life and realized their life dreams by participating in sports. The disabled people’s spirit of challenging the limits, forging ahead, and tenacious struggle has inspired the people of the whole country and promoted the progress of social civilization.
Second, mass sports activities for the disabled are widely carried out.
China regards rehabilitation and fitness sports for the disabled as an important part of the national strategy of building a healthy China and strengthening the country through sports. It has carried out nationwide sports activities for the disabled, improved sports services, enriched activities, strengthened scientific research and education, and mass rehabilitation and fitness sports activities for the disabled have become increasingly active.
1. Sports activities for the disabled are rich and colorful. Rehabilitation and fitness activities for disabled people at the grassroots level in urban and rural areas should be actively carried out according to local conditions. Through the promotion of community rehabilitation and fitness sports for the disabled and the government’s purchase of sports and fitness services, we will promote the disabled to carry out sports and fitness activities in grassroots communities. The participation rate of disabled people’s community cultural and sports activities in China has continuously increased from 6.8% in 2015 to 23.9% in 2021. Schools at all levels and types organize disabled students to carry out daily sports activities suitable for their characteristics, and create and promote sports such as line dancing, cheerleading and curling in dry land, which are suitable for disabled students to participate collectively. National policies and regulations such as National Fitness Basic Public Service Standard (2021 Edition) clearly require improving the fitness environment for the disabled, and require public sports facilities to be open to the disabled free of charge or at low fees. By 2020, a total of 10,675 national fitness demonstration sites for the disabled have been built, and a total of 125,000 social sports instructors for the disabled have been trained and developed, providing rehabilitation sports and other services for 434,000 severely disabled people. More and more disabled athletes participate in domestic and international disabled sports events, dare to challenge, surpass themselves, show the spirit of self-improvement and tenacious struggle, and achieve brilliant life.

Caring for the disabled is an important symbol of social civilization. The development of sports for the disabled plays a very important role in inspiring the disabled people’s self-esteem, self-confidence, self-reliance and self-improvement, carrying forward the spirit of the times of self-improvement, creating the whole society to understand, respect, care for and support the disabled people and their undertakings, and jointly promoting their all-round development and common prosperity. Since the founding of New China, especially since the 18th National Congress of the Communist Party of China, China has made remarkable achievements in sports for the disabled. At the same time, we should also see that the development of sports for the disabled in China is still unbalanced and inadequate, there is a big gap between urban and rural areas, the service capacity is still insufficient, the participation rate of rehabilitation and fitness sports needs to be further improved, the ice and snow sports for the disabled need to be further popularized, and the development of sports for the disabled still has a long way to go.
Under the strong leadership of the CPC Central Committee with the Supreme Leader as the core, in the new journey of building a socialist modern country in an all-round way, the governments of the Communist Party of China (CPC) and China adhere to the people-centered development idea, persist in helping the weak, guarantee the equal rights of the disabled, enhance their livelihood and well-being, improve their self-development ability, earnestly respect and protect their rights and interests, including their right to participate in sports, push the cause of the disabled forward to modernization, and constantly satisfy their yearning for a better life.
