In order to further promote the high-quality development of social work and speed up the construction of social work professionals, this plan is formulated according to the Central Committee of the Communist Party of China’s Proposal on Formulating the 14th Five-year Plan for National Economic and Social Development and the Long-term Target for the Year 2035 and Jiangsu’s "14th Five-Year Plan" for Talent Development.

I. Development Foundation and Situation

(A) the basis for development

During the "Thirteenth Five-Year Plan" period, our province focused on strengthening social construction and innovating the overall situation of social governance, constantly strengthened the construction of social work professionals, actively promoted the development of various social work services, and successfully completed the objectives and tasks of the "Thirteenth Five-Year Plan" for social work professionals, and the role of social work professionals in social construction became more and more important.

Organizational leadership and policy support have been strengthened.The Provincial Leading Group for Talent Work has brought the construction of social work professionals into the normal management. The construction mechanism of social work professionals with "Party Committee leadership, government responsibility, multi-sectoral cooperation and socialized operation" is more mature and the policy guarantee system is more perfect. The Provincial Civil Affairs Department, in conjunction with various departments, issued the Implementation Opinions on Strengthening the Development of Social Work Professional Posts and the Incentive and Guarantee of Talents (Su Minfa [2017] No.18), the Implementation Opinions on Accelerating the Cultivation and Development of Private Social Work Service Institutions (Su Min Ren [2016] No.28) and special policy documents to play the role of social work professionals in the fields of social assistance, community service, care and protection of left-behind children in rural areas, youth affairs and trade union work.

The scale of the talent team has grown rapidly.By encouraging participation in vocational qualification evaluation, strengthening cooperation between government and schools, carrying out professional training, and implementing the "social work leading talent project" and "social work professional talent ability improvement project", the construction of talent team will be promoted. By the end of the 13th Five-Year Plan, 79,300 people in the province had obtained professional qualification certificates for social workers, ranking among the top in the country. Select and recommend 6 national social work leading talents and 75 provincial social work leading talents. From 2017 onwards, provincial advanced social work seminars will be held every year to explore a long-term mechanism for training high-level talents. Give full play to the role of training bases for social work professionals at all levels, and effectively improve the overall quality of the talent team.

Professional post development continued to advance.Implementation of social work professional post development project, focusing on public welfare institutions, urban and rural communities and social organizations to develop professional posts, and promoting civil affairs and other fields to increase the use of social work professionals. Explore and promote the system of linking social work post grade evaluation with treatment subsidies, and the system of preferential treatment for selection and employment, further standardize the employment of social work posts, improve the assessment of social work professional posts, and strengthen the incentive guarantee for social work professionals. About 48,000 social work professional posts have been developed and set up in the province, and 1,693 private social work service institutions have been supported and cultivated. At the community level, social work is generally incorporated into the construction of the "three posts and eighteen grades" professional system for community workers.

The efficiency of professional services has been continuously enhanced.Give full play to the professional strength of social work in the mechanism of "three social organizations linkage" and "social workers+volunteers linkage", strive to improve the professional level of social services, and enhance the sense of acquisition of special hardship groups such as the elderly, children in distress, left-behind people in rural areas, and the disabled. During the "Thirteenth Five-Year Plan" period, more than 18 million yuan was earmarked at the provincial level to support more than 60 social work professional service projects and demonstration projects in the fields of civil affairs and health, judicial correction and youth affairs. Give full play to the important role of social work in tackling poverty, send social work service agencies to participate in the "Hand in Hand Program" of the Ministry of Civil Affairs, and go to Anhui Province and Henan Province to carry out professional assistance activities. There are 15 national social work service demonstration areas, 17 service demonstration communities and 19 service demonstration units in the province, which are 87.5%, 54.5% and 216.67% higher than the end of the Twelfth Five-Year Plan respectively.

Participation in epidemic prevention and control has achieved remarkable results.Guide social workers to participate in COVID-19 epidemic prevention and control in an orderly manner, and more than 30,000 social workers have devoted themselves to community prevention and control propaganda, investigation and visits, psychological counseling, social support and other joint prevention and control work. Compile the Handbook of Jiangsu Social Workers’ Participation in COVID-19 Epidemic Prevention and Control, the Practical Guide of Jiangsu Medical Social Work Participation in COVID-19 Epidemic Prevention and Control, and the Guidance Manual of Jiangsu Social Workers’ Participation in COVID-19 Epidemic Prevention and Control Psychological Support Services, etc., to provide guidance for social workers’ participation in epidemic prevention and control. 103 multidisciplinary psychological counseling and social work service teams have been set up throughout the province to explore the paths of psychological counseling and social work service for emergencies and continuously promote the construction of social psychological service system.

The social development environment is constantly optimized.Organize the provincial social work promotion meeting, continue to carry out the "Social Work Theme Publicity Week", collect outstanding social work case projects in Jiangsu Province, find the "most beautiful social workers" and other activities, sum up practical experience, publicize the image of social workers, select typical social workers, enhance the social awareness of social work, and create a good atmosphere for the development of social work.

Although some achievements have been made in the construction of social work professionals in our province, there are still some shortcomings, which are incompatible with the people’s yearning for a better life and the requirements of social work in the construction of a "strong, rich and beautiful" new Jiangsu. Mainly manifested in: the total number of talents is insufficient, the regional development is unbalanced, and the role of high-level talents has not been fully exerted; The implementation of talent incentive and guarantee policy is not in place, the phenomenon of brain drain is relatively common, and the occupational attraction is not enough; The total amount of professional post development is insufficient, and the development in various fields is uneven; The system of government purchasing social work services is not perfect, and the self-hematopoietic function of private social work service institutions is insufficient; The social awareness of social work professionals is still not high, and it is common to equate "social workers" with "volunteers" and "community workers".

(2) Facing the situation

The new era puts forward new expectations and new requirements for the development of social work. Standing at the historical intersection of the goal of "two hundred years", Jiangsu’s social work undertaking undertakes new missions, faces new tasks and contains new opportunities, and is generally in an important strategic opportunity period.

Strengthen and innovate grass-roots social governance, and put forward higher requirements for the development of social work.At present, China’s reform and development has entered a critical period and deep water areas. The main social contradictions have been transformed into contradictions between the people’s growing needs for a better life and the unbalanced development. The general contradictions and deep-seated contradictions in the social field are intertwined and superimposed, showing a trend of increasing contacts, reducing ignition points, involving a wide range and strong correlation. Social work professionals are the professional team of social governance, and social work service institutions are the professional social forces that undertake the transfer of government functions and provide social services. It is necessary to further unblock the channels for social workers to participate in social governance, innovate the "five-society linkage" mechanism between communities and social organizations, social workers, community volunteers and social charity resources, apply social work concepts and methods in community consultation and social organization consultation, use social work professionals, innovate the concepts and methods of grassroots governance, expand social participation, and effectively prevent and resolve social contradictions; It is necessary to carry forward the socialist core values and social work values, carry out social work service practice, coordinate social relations, and play a role in strengthening the construction of social credit system and social psychological service system, and leading the society to be good.

Improve security and improve people’s livelihood, and put forward higher requirements for the development of social work.With the economic and social development entering a new era, the people have new expectations for a better life, and the demand for spiritual satisfaction and social participation has increased rapidly. It is difficult for traditional social service methods to effectively meet these needs. It is necessary to give full play to the professional advantages and technical expertise of social workers who are close to and serve the masses, support and guide the professional forces of social work to provide professional services such as psychological counseling, humanistic care, resource linking, livelihood development, relationship adjustment and social integration for the masses, and promote the transformation of people’s livelihood security services from simple material security to all-round services including spiritual, psychological, cultural and social services, expand the supply of social services, enrich the connotation of social services and enhance the professional level of social services.

Implement the national strategy of rural revitalization and put forward higher requirements for the development of social work.The key to rural revitalization lies in talents. We should vigorously implement the spirit of the document "Opinions on Accelerating the Revitalization of Rural Talents" issued by the General Office of the General Office of the Central Committee of the CPC and the State Council, strengthen the construction of rural social work talents, accelerate the construction of township social work service stations, increase the government’s efforts to purchase social work services, attract social work talents to provide professional services, and vigorously cultivate social organizations with social work services. It is necessary to promote the expansion of social work services from bottom-up services to helping villagers increase their income, guiding rural customs and civilization, and participating in rural governance, and promote the effective connection between consolidating and expanding the achievements of getting rid of poverty and becoming well-off and rural revitalization.

II. Guiding ideology, basic principles and development goals

By 2025, we will build a team of social work professionals with sufficient quantity, excellent structure, strong ability and high quality, with a sound professional evaluation system and sufficient professional posts, and the overall work will be at the forefront of the country. The specific objectives are as follows:

By 2035, the legal guarantee system of social work will be more perfect, the professional system of social work professionals will be more perfect, the level of professionalism and specialization will be qualitatively improved, the occupational appeal will be significantly enhanced, the system and mechanism of government purchasing social work services will be more mature, and social work services will be widely covered, forming a social consensus that "it is difficult to find social workers".

III. Main tasks

(A) improve the training mechanism of social work professionals

According to the different characteristics of social work management talents, service talents and educational research talents, a social work professional training system is established and improved, which combines professional education, professional qualification evaluation, job training and knowledge popularization.

1 to promote participation in the national social work professional qualification evaluation.Encourage people who are engaged in social services, especially social work services, but have not yet obtained the professional qualification certificate of social workers to participate in the national social work professional qualification evaluation, obtain the corresponding qualification certificate, and register as required to enhance the professional ability of social work practitioners. Encourage college social work graduates to participate in the evaluation of social work professional qualifications and register. For those who have obtained the professional qualification certificate of social workers, all localities can formulate incentive measures in light of the actual situation.

2. Vigorously promote professional training.Establish a graded training mechanism and a classified training system to improve the total number and level of social work professionals. Implement the project to improve the ability of social work professionals, and carry out targeted continuing education in batches according to different service fields, job nature, career development stage and professional level of social work practitioners. The cumulative time for assistant social workers, social workers and senior social workers to receive continuing education every three years is not less than 72 hours, 90 hours and 120 hours respectively. The knowledge of social work will be included in the training courses for leading cadres of the Party and government, and the professional knowledge of social work will be popularized for the government staff who are sent to exercise at the grassroots level and college graduates who are hired to serve in villages and communities.

3. Improve the social work professional education mechanism.Constantly improve the professional education mechanism integrating teaching, scientific research and practice, and transport professionals for the development of social work industry. Encourage social work teachers to participate in the research and practice of social work practice, encourage social work students to join the social work industry, encourage universities to hire first-line outstanding social work practitioners as instructors or off-campus supervisors, encourage universities to cooperate with local governments to set up graduate workstations, and promote the combination of social work theory and practice. Promote the relevant party and government organs and mass organizations to create special social work professional posts, equipped with full-time or part-time social workers. Advocate the development of enterprise social work professional posts, and play its positive role in improving employee welfare, improving labor relations and improving human resource management level.

Construct a social work supervision system to further improve the service ability and professional quality of social work professionals.

(3) Improve the incentive and guarantee mechanism for social work professionals

1. Implement the remuneration package.Establish and improve a multi-level and all-round salary guarantee mechanism for social work professionals oriented to reflect the value of talents, and explore the establishment of a system for regularly publishing the salary guidance standards for social work professionals. 2. Strengthen service guarantee.Relying on the national social work information system, strengthen the statistical work of social work professional talent resources, and form a social work professional talent pool with complete information and dynamic management. Strengthen the macro-control and guidance on the employment and mobility of talents, build a two-way selection platform for talents and units through special job fairs and information docking of talent supply and demand, and smooth the flow channels of social work professionals. High-level social work professionals will be included in the selection scope of local urgently needed talents and key talents, and those who enjoy special government allowances will be given preferential policies such as residence, settlement and children’s education in accordance with relevant regulations. Support social work professionals to participate in international and domestic academic exchanges, and make reasonable arrangements for academic and scientific research activities abroad according to the needs of the task.

3. Strengthen praise and encouragement.Social work professionals will be included in the existing reward scope, and national and provincial social work leading talents will be included in the key training scope of professional and technical personnel knowledge updating project. Encourage qualified regions and departments, social work industry organizations, enterprises, social organizations and individuals to set up social work professionals’ commendation and reward funds and talent care funds according to law, and encourage social work service agencies, social work education research institutions and other institutions to carry out various forms of commendation and rewards for outstanding social work professionals within their units. For talents with outstanding performance, priority should be given to promotion, training and treatment, and priority should be given to recommending them to group organizations and other relevant units for part-time or post. Guide social work professionals to work in northern Jiangsu and the grassroots front line, and give them a tilt under the same conditions when they are praised, rewarded and promoted. Social work professionals who have served in hard areas for two years and applied for master’s and doctoral degrees in social work are given priority under the same conditions.

4. Improve professional status.Strengthen the Party’s management of talents, pay attention to attracting social work professionals with excellent political skills and excellent business skills into the ranks of cadres in party member, select them into the grass-roots leading bodies, and support social work professionals with outstanding contributions to participate in the deliberation and administration of state affairs in people’s congresses and CPPCC committees at all levels. Party and government organs, mass organizations and institutions that undertake social service functions, when recruiting (hiring) social service-related staff and selecting relevant cadres, give priority to recording (hiring) social work professionals with rich practical experience at the grassroots level and good at doing mass work under the same conditions. Encourage qualified social work professionals to participate in the election of village (community) party organizations and village (neighborhood) people’s autonomous organizations.

Fourth, key plans

1. Social work leading talents training plan.We will vigorously cultivate leading talents in social work by studying abroad, joint training, and following classes. Leading talents in social work will be included in the support scope of government special allowance, young and middle-aged experts with special contributions, and "333" high-level talent training project. By 2025, a total of 150 leading talents in social work will be trained. Improve the selection, management and guarantee mechanism of leading talents in social work, give play to their professional leading role and stimulate the vitality of social work development.

2. Social work supervision training plan.Through supervision training, on-the-job training, follow-up training, etc., we will select and train supervision talents in batches from the frontline practical fields of social work, further improve the ladder structure of social work talents, improve the service quality of social work, and promote the development of social work service institutions. By 2025, a total of 150 social work practice supervisors will be trained.

3. Training plan for rural social work professionals.Strengthen the construction of rural social work talents, encourage social work graduates and other professionals to join national strategies such as rural revitalization, and vigorously cultivate social work service social organizations. Strengthen the training of local social work professionals, and encourage the relevant staff of the "two committees" in towns and villages to participate in the national social work professional qualification evaluation. Through training and other means, we will focus on popularizing social work knowledge to the staff of township people’s governments, staff of grass-roots party organizations, members of villagers’ committees, government staff and college students who are sent to exercise at the grass-roots level, and front-line personnel who are directly engaged in social service and management, so as to improve their theoretical knowledge level of social work and professional service management ability.

4 township (street) social work service site construction plan.Establish a three-level social work service system of counties (cities, districts), towns (streets) and villages (communities). Based on the standard of "having space, equipment, personnel, service functions, workflow and rules and regulations", we will integrate grassroots service places, facilities and equipment such as village (community) service centers, children’s "caring homes", homes for the disabled, community rehabilitation service points for mental disorders, and old-age service institutions in towns (streets). By 2025, the coverage rate of social work service stations in towns (streets) will reach 100%, and social work services will extend to villages (residences).

5. Development plan of social work professional posts in different fields.Promote the departments of politics and law, education, public security, civil affairs, judicial administration, human resources and social security, health and wellness, retired military affairs, emergency, letters and visits, trade unions, the Communist Youth League, women’s federations, disabled persons’ federations and other departments to clarify the distribution of social work posts and key development tasks according to their own functions and service needs; Vigorously introduce and use social work professionals to promote the development of social work professional posts in this field; Actively encourage employees in this field to participate in the national social work professional qualification evaluation, and improve the professional level of social work of employees; Buy professional services from social work service agencies to meet the needs of special clients in this field at the individual, family and social levels, and improve governance capacity. During the "Fourteenth Five-Year Plan" period, we will focus on establishing and improving the social work service system in hospitals, schools and other public service places, as well as in the fields of drug rehabilitation and judicial correction. By 2025, public primary and secondary schools in the province should set up social work professional posts or purchase social work services for the society, and support qualified tertiary medical institutions to set up medical social work posts.

Improve the docking mechanism of social work service supply and demand, guide social resources such as charity to effectively dock with social work service institutions, expand the sources of funds for the development of social work service institutions, and promote the sustainable development of social work service projects.

7 social work training base, training base demonstration plan.Strengthen the cooperation between government and schools, give full play to the advantages of many social work professional colleges in our province, and build a number of social work professional training bases and training bases with exemplary functions based on platforms such as party schools, administrative colleges, related institutions and social work service institutions.

8. Social work in Jiangsu Province "hands in hand".With the goal of developing management norms, serving professionals and playing a significant role, we will increase the training and support of social work service institutions, strengthen institutional capacity building, support institutions to become bigger and stronger, and form brands. Guide the mature social work service institutions in southern Jiangsu to cooperate with the social work service institutions in central Jiangsu and northern Jiangsu, help the local people to cultivate and develop social work service institutions and social work professionals, provide social work service projects for the needy, and balance the development level of social work service institutions in our province.

V. Safeguards

1. Improve the leadership system and working mechanism.Adhere to the principle that the Party is in charge of talents, earnestly strengthen the leadership of party committees at all levels on the construction of social work professionals, and include the social work professionals in the overall planning of talent team construction. Establish and improve the joint meeting system for the construction of social work professionals, and form a joint development force. Take the construction of social work professionals as an important part of the construction of talent teams, and incorporate it into the assessment system of local and relevant departments’ leading bodies. Strengthen the organization construction of social work industry and improve the level of self-development, self-management and self-supervision of social work industry.

2. Increase financial support.Improve the mechanism of government purchasing social work services, and include social work services in the Catalogue of Purchasing Services by Provincial Governments in Jiangsu Province. Governments at all levels should include the funds for the construction of social work professionals that should be borne by the government in their fiscal budgets. Increase the civil affairs departments to use the lottery public welfare fund to support the construction of social work professionals. Civil affairs departments at all levels should adhere to the priority of talent investment, establish and improve a diversified investment mechanism with financial capital investment as the guide, employer capital investment as the main body and social capital investment as the supplement to ensure the implementation of important talent projects.
