Recently, the fact that eight universities of traditional Chinese medicine in China were excluded from the List of World Medical Colleges (hereinafter referred to as the List) was screened on the Internet, which aroused a thousand waves. Some people think that this is the western countries’ discrimination against Chinese medicine in China. Some overseas students are worried that their academic qualifications will not be recognized when they return to their home countries, and some China students who practice medicine abroad are worried that they will be disqualified from practicing medicine abroad. In response to these concerns and statements, the reporter conducted an interview.
1. Don’t make a fuss, but pay attention to it.
In the past, when the World Health Organization managed the Catalogue, traditional medical colleges (Chinese medicine colleges) were juxtaposed with western medicine colleges. However, the World Federation of Medical Education changed its practice after taking over the list. Now, the list only includes medical colleges that offer western medicine clinical medicine, but does not include traditional medicine such as Chinese medicine.
Therefore, the reason why eight universities of traditional Chinese medicine were removed from the List is that the current world list defines "medical college" as an educational institution that can provide complete guidance courses to obtain basic medical qualifications, that is, to train clinicians or doctors to practice licenses. At present, there are still 20 Chinese medicine universities such as Anhui University of Traditional Chinese Medicine and Changchun University of Traditional Chinese Medicine in the list.
The Directory was originally directly managed by the World Health Organization. On the surface, the World Federation of Medical Education is a subordinate unit of WHO, but in fact this subordinate relationship is different from that in China. Although the affiliation has changed from the World Health Organization to the World Federation of Medical Education, this directory still has some authority.
Regarding whether this delisting will affect the future development of Chinese medicine, Zhang Xu, dean of the School of International Education of Nanjing University of Chinese Medicine, believes that the delisting decision is not an evaluation of the quality or importance of traditional Chinese medicine. "The goal of the Catalogue is to provide accurate and up-to-date information about all institutions that meet the commonly understood and globally recognized definition of medical schools, which is of great importance to medical students and medical regulatory agencies all over the world."
The Ministry of Education emphasizes that "Chinese medicine colleges and universities are an indispensable part of medical colleges and universities in China. According to the Regulations of People’s Republic of China (PRC) on Academic Degrees, graduates of Chinese medicine colleges and universities are awarded corresponding degrees, and in accordance with relevant national laws and regulations, they take the qualification examination for practicing doctors and obtain the qualifications of doctors in corresponding categories. This fact will not be affected or changed because these Chinese medicine colleges are not included in the list of institutions managed by a non-governmental organization. "
It is reported that the delisting of eight traditional Chinese medicine schools has had an impact on graduates’ overseas practice. Tian Kan, Dean of School of Health Economics and Management, Nanjing University of Chinese Medicine, said: "In the past, there was only one unified medical committee under WHO, and now it is divided into Chinese Medicine Management Committee and Western Medicine Management Committee. But in fact, Chinese medicine in China is different from traditional medicine in other countries. Internationally, western medicine is definitely the mainstream medicine, and traditional Chinese medicine is not the mainstream. Chinese medicine circles have always believed that China Chinese medicine is not a pure traditional medicine, but our view has not been publicized enough to the international community, and they do not understand it. Traditional Chinese medicine in China keeps pace with the times and develops constantly. We think that traditional Chinese medicine is not a pure heritage, and it is completely different from the western view that traditional Chinese medicine should be given priority in use and protection. Chinese medicine is not a traditional medicine, so eight schools have been excluded from the List, and domestic students are not affected. However, the diplomas obtained by foreign students studying Chinese medicine here will be affected abroad, so we can’t take it lightly. Some people regard this situation as discrimination against Chinese medicine in the West and deliberate suppression of China. This view is biased. So we can neither sit idly by nor make a fuss. "
2. The theory and practice of TCM are scientific.
Traditional Chinese medicine does not completely conform to the so-called science in the west, but it cannot be said that traditional Chinese medicine is not a science.
Peng Jinnian, director of the Department of Traditional Chinese Medicine, School of Pharmacy, Gannan Medical College, believes that the changes in the list should be treated rationally: "Through the understanding of the list, the inclusion criteria of the list should be changed. This list is used for the education plan of medical undergraduates worldwide. In the medical field around the world, the definition of medicine is based on western science, but the theoretical system of Chinese medicine is different from western science. Based on this, it is understandable that Chinese medicine colleges and universities are not included in the list, which does not mean that our Chinese medicine is not good."
Science exists for seeking truth, while medicine is for survival. The first priority of medicine is to treat diseases and maintain health, and science is an endless knowledge. Jiang Xiaoyuan, dean of the Institute of Science History and Science Culture of Shanghai Jiaotong University, said: "Traditional Chinese medicine does not have to prove itself to be science. There have been various arguments about whether there was science in ancient China … …” We no longer simply take modern science as the yardstick to measure all the technological achievements of ancient and modern times, and forcibly divide them into "scientific" and "unscientific".
At present, science cannot explain Chinese medicine, but the theory and practice of Chinese medicine are scientific.
