Resume： Li Guoying

　　Li Guoying, male, Han nationality, born in December 1963, from Yuzhou, Henan Province, joined the work in July 1984, and joined the Communist Party of China (CPC) in August 1988. He holds a postgraduate degree and a doctorate in science, and is a professor-level senior engineer. He is currently a member of the 19th CPC Central Committee, deputy secretary of Anhui Provincial Committee, governor of the provincial government and secretary of the party group.

　　From August 1980 to July 1984, he studied in the Department of Water Conservancy and Hydropower Engineering and Architecture of North China Institute of Water Conservancy and Hydropower, and after graduation, he served as a technician in the Planning Department of the Planning Department of the Yellow River Water Conservancy Commission of the Ministry of Water Resources.

　　Since March 1987, he has served as deputy director and director of the comprehensive planning office of the Planning Department of the Survey and Planning Institute of the Yellow River Conservancy Commission of the Ministry of Water Resources;

　　In May 1991, he served as deputy director of Planning Division I of the Survey Planning and Design Institute of the Yellow River Conservancy Commission of the Ministry of Water Resources;

　　In August 1992, he served as Director of Planning Division I of the Survey, Planning and Design Institute of the Yellow River Conservancy Commission of the Ministry of Water Resources;

　　In May 1994, he served as assistant to the chief engineer of the Ministry of Water Resources;

　　In May 1995, he served as deputy chief engineer of the Ministry of Water Resources;

　　In October 1995, he served as deputy chief engineer of the Ministry of Water Resources, deputy director of the Yellow River Xiaolangdi Water Control Project Construction Administration and member of the Party Committee;

　　In May 1997, he served as deputy director and member of the party group of the Yellow River Water Conservancy Commission of the Ministry of Water Resources, and deputy director and member of the Party Committee of the Xiaolangdi Water Control Project Construction Administration of the Yellow River;

　　In September 1998, he served as chief engineer of the Ministry of Water Resources;

　　In May 1999, he served as Party Secretary of the Water Resources Department of Heilongjiang Province (from September 1996 to July 1999, he attended the one-year training course for young and middle-aged cadres of the Central Party School and continued to study philosophy in graduate department of the Central Party School);

　　In August 1999, he served as director and party secretary of the Water Resources Department of Heilongjiang Province;

　　In May 2001, he served as the director and party secretary of the Yellow River Conservancy Commission (deputy minister level) (during the period: from September 2007 to January 2011, he participated in the in-service postgraduate study of environmental science in the School of Urban and Environmental Sciences of Northeast Normal University and obtained the doctor of science degree);

　　In March 2011, he served as deputy minister of the Ministry of Water Resources and member of the party group;

　　In July 2015, he served as deputy secretary of the Anhui Provincial Party Committee;

　　In August 2015, he served as deputy secretary of the provincial party Committee and president of the party school of the provincial party Committee (concurrently);

　　In August 2016, he served as deputy secretary of the provincial party Committee, secretary of the party group of the provincial government, and president of the party school of the provincial party Committee (concurrently);

　　In September 2016, he served as deputy secretary of the provincial party Committee, deputy governor of the provincial government, acting governor, party secretary, and president of the party school of the provincial party Committee (concurrently);

　　In November 2016, he served as deputy secretary of the provincial party Committee, deputy governor, acting governor and party secretary of the provincial government;

　　In January 2017, he served as deputy secretary of the provincial party Committee, governor of the provincial government and secretary of the party group.
