Eight departments, including Ministry of Human Resources and Social Security, recently issued the Notice on Promoting Entrepreneurship of Key Groups. The notice proposes that it is necessary to optimize the entrepreneurial environment, optimize the registration process of market entities, implement systems such as on-the-spot settlement, one-time settlement and time-limited settlement, continuously promote the reform of the commercial system, and create a high-quality business environment.
The notice stressed that it is necessary to cultivate entrepreneurs, promote the transformation of creative design achievements of young people such as college graduates, strengthen the support for migrant workers to return home to start businesses, and guide people with employment difficulties to start entrepreneurial projects with less investment and less risk.
At the same time, establish public entrepreneurship service standards, build an integrated service mechanism, organize entrepreneurial instructors to go to grassroots activities, conduct classified guidance on key groups’ entrepreneurship, and carry out various forms of docking and negotiation activities to provide human resources support for key groups’ entrepreneurship. Extensively carry out entrepreneurship training, and subsidize qualified entrepreneurs according to regulations.
In terms of entrepreneurship policy support plan, we will speed up the implementation of entrepreneurship guarantee loan policy, implement electronic examination and approval, simplify guarantee procedures, and exempt counter-guarantee requirements according to regulations. If the borrower encounters temporary difficulties due to the epidemic affecting liquidity, he may apply for an extension of repayment, and the term shall not exceed one year in principle.
In terms of financial product assistance plan, financial institutions are encouraged to stabilize the stock of inclusive small and micro loans, expand the increment, support financial institutions to innovate products and services around "stabilizing posts and expanding posts", increase loans, and promote the financing costs of small and micro enterprises to stabilize and decrease.
According to the notice, the entrepreneurial carrier invested by the government is used as the venue for entrepreneurial projects, and priority is given to providing it to key groups free of charge. Guide the transformation and upgrading of entrepreneurial carriers, improve the service level, strengthen the exchange and cooperation of entrepreneurial carriers, and build a resource integration platform for key groups and entrepreneurial resources.
In addition, workers who are employed in a flexible way are allowed to apply for employment registration at the public employment service agency in their permanent residence. Promote public employment service institutions to set up odd jobs service areas, dynamically adjust the opening hours of service halls, and provide free odd jobs information registration and release and job recruitment services. Encourage local governments to transform and utilize idle buildings according to local conditions, build necessary service facilities, and scientifically plan and lay out the odd jobs market.
