In recent years, road traffic accidents have occurred frequently, among which two-wheelers, especially take-away two-wheelers, have caused more and more traffic accidents. Unlicensed driving, retrograde driving, running red lights, and drunk driving are the main causes of traffic accidents.
The reporter learned from the Chongqing Traffic Patrol Corps that as of April 20 this year, the number of motor vehicles in Chongqing was 5.2901 million, 1.8312 million of which were motorcycles, accounting for 34.62% of the total number of motor vehicles in the city. Last year, two-wheeler traffic accidents accounted for 40% of the total in Chongqing, of which electric two-wheelers accounted for half.

At the beginning of this year, the public mailbox of the Chongqing Municipal Public Security Bureau received a letter from the public about the rectification of takeaway two-wheelers. Safety education is ongoing, but the effect is average
The rapid business expansion of enterprises such as takeaway express delivery, the high demand for employees, and the low industry threshold have led companies to have lower requirements for recruits when recruiting, and not much investment in Security Training. These factors lead to different levels of education, driving skills, civilized traffic literacy, and traffic safety awareness among the entire delivery staff.

Traffic violation records of takeaway companies can be disclosed
In response to the question of how to effectively supervise takeaway two-wheelers, Feng Zixuan, an associate professor at the School of Applied Law of Southwest University of Political Science and Law, believes that Chongqing is located in a mountainous city with many ramps, and the travel cost of two-wheelers is low, the efficiency is high, so there is a natural demand. However, there is currently no unified road standard for two-wheelers at the national level. The Road Traffic Safety Law authorizes local governments to supervise according to local actual conditions, so local governments can refine the types of two-wheelers and propose effective regulatory measures in light of local actual conditions.
While the traffic law enforcement department supervises, what are the regulatory responsibilities of the catering industry authorities for takeaway vehicles? Feng Zixuan believes that the principle of "statutory authority" requires that any administrative agency must have statutory authority to exercise administrative power. Traffic safety law enforcement departments have regulatory responsibility for the safety of delivery vehicles in the takeaway industry and can require the catering industry authorities to provide official assistance in traffic law enforcement.
At present, some cities have introduced relevant response measures. For example, Shanghai requires takeaway catering companies to implement full-staff training contracts, improve riders’ traffic law-abiding and safety awareness, and complete the signing commitment to accept orders; conduct a comprehensive review of takeaway vehicles, whether owned or outsourced, and replace vehicles that do not meet the licensing requirements to ensure that all vehicles are registered in accordance with regulations; establish a rider identification system to ensure that one person, one car, one certificate and one code; establish a rider traffic civilization score system, setting corresponding score values according to the severity and harm of riders’ traffic violations, and also serve as an important basis for traffic police road management and internal management assessment of enterprises; sort out rider information and provide it to traffic control departments.
Feng Zixuan believes that the traffic control department can start from four aspects to standardize the illegal behavior of two-wheelers in the field of takeaway: first, the traffic control department can cooperate with the relevant competent departments to carry out regular law enforcement inspection activities when necessary; second, take flexible and effective investigation and punishment methods for all kinds of takeaway distribution traffic violations, especially pay attention to the combination of education and punishment. You can consider setting up a "blacklist" system to disclose the bad traffic safety records of relevant takeaway companies to the public and form public pressure on them. Third, traffic safety education activities can be carried out specifically for takeaway companies, paying attention to various forms, such as lectures, case presentations, invitations to visit warning education bases, and inviting relevant company heads to observe law enforcement activities. Finally, we should further explore the possibility of developing traffic safety insurance for takeaway companies in conjunction with relevant insurance companies.
In addition, some experts also pointed out that due to the existing technology, it is difficult to effectively capture the illegal activities of takeaway vehicles with monitoring probes, and it is impossible for the police to achieve full coverage of streets and alleys.
